FS#6351 — isolation of the network EU / US

Completed

We start isolation work of two networks of OVH of Europe and the United States / Canada.
The goal is that each network network lives his life but also benefits from the other on peering and traffic.
In case of network's total split on the two transatlantic links,the two networks should continue to function independently.
We will do this test when we get in (few weeks).
