The second pair has rebooted after the update

The hot swap update was not possible because we came across a bug impacting SFP uController during the ISSU.
The fex therefore requires a cold swap update and will be rebooted one by one.
There will be a cut-off of 15 minutes maximum for the last fex to boot into the new version.
